No da ist used for formal and written expressions.
It is used to give a sentence a tone of explanation. Or of asking for an explanation, if it is followed by "ka".
The "no" makes the whole preceding part of the sentence into a single noun-like entity.

"no" is often abbreviated to "n" in the common speech.
